Do the percentage of success rates determine exactly what proportion of the missile defense will succeed, or do they seed a random number generator? It might be nice to incorporate a little bit of chance so that there is a margin of error in the estimation of success. Therefore a 40% successful border interception might yield anywhere between 37 and 43, just so that the same numbers don't come up each time. On the other hand, for research purposes, it might be better to keep the hard numbers.
I would definitely upgrade this and incorporate it with google maps, so that you could flag the locations of military targets (silos, etc.) and civilian, with data on each. This would make the simulation more useful for exploring the whole phenomenon of nuclear war. The longer you keep visitors using the simulator, so much more time will you give for its message to sink in.
